i alway thought they do it in cycle.
like naruto this week one piece next week,some newbie manga new release get a colorcover priority week
,and...so on so on ....

but off-course...i always see one piece get colour
naruto colour page doesn't seems to be very creative
d.g.man is more of a manga-page colouring?

I always assumed it was done by popularity of the manga. Which is probably why you see narutard, OP, and Bleach covers cycle so often.
